It should be constantly borne in mind that every incendiary attack presents the risk of a conflagration which may end with the destruction of property and life. Many incendiary agents have been used as projectiles. The object of incendiary attack from the air is, generally speaking, to cause many fires over a large area at once. Fire Brigades throughout the country have been augmented for the purpose of dealing with such attacks. In spite, however, of everything that can be done in this direction, the fire brigade services might be severely strained in the event of a heavy attack.
